Tarakan To Have Air Force Base In 2009

Tarakan town in East Kalimantan will have an air force base in 2009 by up grading a current post, commander of the 2nd Air Force Operations Command, Rear Marshal Yushan Sayuti, said Wednesday.

"Upgrading the post into a base is based on the Air Force' strategic planning to have a base in the northern part of East Kalimantan," he said.

The Tarakan Air Force Base will be a Type C base, commanded by a lieutenant colonel with some 200 soldiers. Such air force base will not have its own aircraft squadrons but can receive aircraft from other air force bases.

The air force base will cover an area of 168 hectares of land consisting of 60 hectares of land owned by the Air Transportation Directorate general currently being used by both institutions. New apron and taxiway will be constructed for the new base.

Another 108 hectares are acquired by the East Kalimantan provincial adminstration from residents to be handed over to the Air Force. (****)

Tarakan Sets Its Sights On Becoming 'Little Singapore'

Nurni Sulaiman. Over the last seven years, Tarakan city has prospered remarkably, despite its location at the northern end of East Kalimantan far away from the central government in Jakarta.

According to Tarakan Mayor Jusuf SK, the implementation of regional autonomy has greatly influenced the city's rapid development, thanks largely to the effective management of autonomy funds since 2001.

""I was astounded upon hearing that the budget allocated for Tarakan amounted to Rp 200 billion (US$22.2 million). It is a fantastic figure compared to the sum we received before the autonomy era of only Rp 25 billion,"" Jusuf told The Jakarta Post at his official residence.

Jusuf said previously regional leaders were nothing more than guardsmen.

""When I was appointed to my position on March 1, 1999, Tarakan was just a small backward kampong. We had no money or clout. Regents and mayors were just like caretakers. The situation is much different in the autonomy era,"" Jusuf said.

With more authority at his disposal, he has begun to envision Tarakan as becoming a ""miniature Singapore"".

However, he admits this will be no easy task.

To realize Jusuf's vision, Tarakan would have to take a lead in every development sector, including in education, infrastructure and transportation.

Since the implementation of regional autonomy, Tarakan has begun to rise from the darkness.

Infrastructure development has been encouraged, such as lighting up the streets, enhancing the city's parks and building community health centers.

""Tarakan is slowly beginning to brighten up,"" said Jusuf.

The city has undergone many improvements, such as deregulating the local basic electricity tariff, making Tarakan the second city in Indonesia after Batam in the Riau Islands province to have a surplus of power.

The Tarakan municipality has also improved the welfare of educational staff by providing them with monthly incentives of Rp 725,000 for teachers, Rp 875,000 for school principals and Rp 925,000 for education supervisors.

Principals and supervisors are also provided with a motorbike each.

Visitors to the city are often surprised when they witness improvements made to education facilities. The city even sports several international schools, such as the three-story international SMPN 1 Tarakan state junior high school, which is equipped with state-of-the-art labs.

Other policies include the cross subsidy program, in which poor families are exempted from education and health expenses.

""We will even pay for the schooling of gifted students from poor families to the highest level of education,"" said Jusuf.

Progress in the education sector in Tarakan is regarded as one of its greatest achievements in the regional autonomy era.

The city received the 2006 Autonomy Award in the Special Category for a Region with a Leading Innovative Breakthrough in Education Services, granted by independent institution The Jawa Post Institute of Pro-autonomy.

""We built the best schools to ensure effective learning and teaching processes. We want to provide a paradise for students and teachers, a place people can rely on for their children,"" Jusuf said.

He said the city had only spent 28.2 percent of its budget on administration since 2006, while the remainder had been used to build infrastructure, such as docks at the port. This is in contrast to previous years when routine spending was higher than capital spending.

Jusuf said another development strategy used was to respect investors.

""We roll out the red carpet for investors. We fully support investors,"" he said.

Encouraging investors to do business in Tarakan, he said, has considerably expedited the poverty alleviation program and reduced unemployment levels.

""We don't follow the BLT government-sponsored cash assistance program to alleviate poverty. It won't resolve the problem.

""We facilitate investors and make them feel safe to invest in Tarakan so they will open up their doors widely for the local workforce, therefore minimizing unemployment,"" he said.

In line with economic growth, the per capita income of Tarakan residents has risen from Rp 8,195,473 in 2000 to Rp 15,795,721 in 2006.

The city budget's regional initiated income this year amounted to Rp 40 billion, an astonishing amount compared to Rp 2 billion before the regional autonomy period.

The service sector contributes the most to the city budget. Tarakan is the second biggest stakeholder in the East Kalimantan Regional Development Bank (BPD), with assets of Rp 12 trillion.

""One method is to help investors thrive so they will pay taxes on time,"" said Jusuf.

Tarakan Home To RI's Only City Mangrove

Tarakan in East Kalimantan is home to the Mangrove and Bekantan Conservation Area (KKMB), believed to be the only mangrove forest located in a city center in Indonesia, if not the world. It is situated on Jl. Gajah Mada, adjacent to downtown Gusher Plaza.

The 9-hectare mangrove park is home to 45 rare proboscis monkeys, 11 species of mangrove, hundreds of black and gray monkeys, otters, rare Bondol eagles and a vast range of other flora and fauna.

"Its location in the heart of the city expedites the learning and research process. Generally, mangrove forests are located along the coast, so much so that a study or research group must rent boats to reach the location. This place is easily reached overland. You just have to take a ride on a public minivan to reach it," said KKMB field coordinator Dullah Kadir.

The entrance fee to the park is only Rp 2,000 (20 U.S. cents) for an adult and Rp 1,000 for a child. Earnings from ticket sales are set aside for environmental causes.
Visitors can also use the service of a guide for Rp 20,000 per hour. "The mangrove park is usually full of visitors, especially parents and their children on weekends," said Kadir.

Visitors can walk around the park by means of a boardwalk that encircles the park at 2.4 kilometers long and 80 centimeters wide.

Encounters with animals are common. Despite the timid nature of the proboscis monkeys, or bekantan, it is not unusual to be able to get within five meters of them. Black and gray monkeys, or lutung, are more used to humans and can be approached by visitors up to a meter.

They roam freely on the boardwalk, in the trees and on the ground, where they look for small fish or crabs.

"Black monkeys are the most agile in searching for crabs," said a security guard, Syamsul.

There were initially 47 bekantan in the park, but two of them died due to old age.
An adult male bekantan can weigh up to 20 kilograms, while adult females weigh around 10 kilos.

Bekantan are protected under the 1990 law on natural resources conservation and ecosystems.

Physically, a bekantan is different from other primates, in that it has special features, such as a long orange pendulous nose, reddish orange head and back, light orange shoulders, cheeks and neck and grayish white feet, tail and stomach.
The bekantan, which are endemic to Kalimantan, survive on mangrove shoots and blooms, and occasionally descend to the ground in search of crabs.

"Bekantan are deft in finding crabs by using their tails to lure them out and later catch them with their hands," said Kadir.

Bekantan breed in mangrove swamps, river rain forests, peat moss swamps and coastal forests. They are sensitive and vulnerable animals, so much so they breed slower than the black monkey.

Visiting hours at the mangrove park are from 8 a.m. to 5 p.m. The park also offers a 16-meter observation tower, from the top of which visitors can see the sea to the west, the densely packed coastal communities, Tarakan city and the spread of dense and green mangrove trees.

"The place is mesmerizing," Tarakan City Secretary H. Jusuf told The Jakarta Post.
The city plans to expand the park by taking over an adjacent 13 hectares of land, and is currently building a 30-meter steel tower in the park.

"We initially intended to build houses on the 13 hectares but I was amazed to see the mangrove trees grow so well, so I immediately submitted a proposal to the municipal council to include the area as an expansion of the conservation area. The area, which has been extended to 22 hectares, is crucial because it acts as the lungs of the city," said Jusuf.

The History Of Administrative City Of Tarakan

The name of Tarakan City comes from Tidung language formed by two words, Ngakan means "eat" and Tarak means "meet". It tries to tell us long ago Tarakan island was used as a meeting place by Tidung ethnic which live as fisherman. As time goes by Tarakan city which was known as city of oil at that time has only one subdistrict, Tarakan.

Based on government regulation No. 47 1981, the status of Tarakan subdistrict was developed as administrative city, authenticated by the Minister of Home Affairs on March 23rd 1982, so 23rd March becomes the date of The Birthday of The Administrative City of Tarakan. This City has a Motto called "Mantap", abbreviation of : Nyaman (Comfort), Tertib (Order), Aman (Secure), Permai (Beautiful). The administrative city of Tarakan now split in two subdistricts region, they are West Tarakan Subdistrict and East Tarakan Subdistrict.

Size of Tarakan Island : 241,5 km² with about 96,109 people. Tarakan Island is located to north side of Samarinda, on east coastal area of Bulungan Regency, between 3° 19' - 3° 20' North Latitude and 117° 34' - 117° 38' East Longitude.

Sharing info on CHEESE which is used most in our local food operators & bakery (melalui Ceramah Ust Badrul Amin) last Sunday @ UIA :
Susu memerlukan sejenis bahan yg diperolehi dari perut mamalia (lembu & khinzir) utk membolehkan ianya 'beku' - separa 'beku' dipanggil keju manakala 'beku' jadi 'whey powder'. Both ingredients are used widely in our daily food intake - pizza(s), cheese cakes, tart cheese or anything with cheese, cookies etc.
The big Q - even if bahan dari perut 'lembu' being used to make the cheese - how do we know 'lembu' tu disembelih mengikut syariah Islam? How do we know the same 'lembu' being used in our food intake?

Unless, we (muslim) produced our own cheese - is there any in our local market? Pls share.

Conclusion - even tho memang payah, cuz kena explain panjang-lebar ngan my kids, InsyaAllah, Pizza Hut, Domino, anything contains CHEESE - gonna be NO NO from now on.This is not boikot but - menjaga akidah kita, semampu kita, within our control/power kerana ALLAH melalui penjagaan makanan kita yg akan menjadi darah daging.

Talking about cheese, as said by ustaz, memang betullah untuk bekukan cheese tu, they need bahan dari perut khinzir atau lembu. Masa di States dulu, I studied Human Nutrition and my Jewish Prof. memang every now and then masa tu kept reminding me to check cheese yang I beli untuk class commercial food production, cos dia jewish pun tak makan khinzir, I mesti pastikan dari ingredients cheese tu yg bahan pembekunya must be pepsinogen [lembu] dan bukan rennet[khinzir] . Kalau di States, 70% cheese guna rennet ( ni masa I check dulu, hundred years ago, hehe, taulah skarang).

Opportunities for Investment In the City of Tarakan

A. Background

The City of Tarakan is primarily an Island City. Its total area is about 657.33 km2 which consists of 406.53 km2 oceanic regions and 250.80 km2 land region. The total population of the Tarakan City was 157,574 inhabitants based on the survey conducted in 2004. There was a significant increase of 42,000 people compared to the population in 1999.

Historically, the Tarakan development has been closely related with the exploitation of oil and gas within the region. The first oil exploitation was conducted by the Dutch Oil Company in 1899. Recently the oil and gas industry has been operated by an Indonesian Company namely Medco Energy Company. The current oil production in 2005 is about 2,000-3,000 barrel per day and the gas is approximately 20-30 million mcsf.
The City of Tarakan functions as a growth centre of economics development for the Northern Territory of the East Kalimantan Province. Apart from its strategic position as it is located near the Border Zone between Indonesia and Malaysia, the City of Tarakan is supported by the best available infrastructures compared to the other 4 neighboring Regencies. The Seaport and Airport of Tarakan are classified as international facilities. From 2001 to 2004, Tarakan performed a high rate of economic growth in average of 8.7% per year which was far higher than the National figure.

Fisheries production which was exported to Japan, Hongkong, Malaysia and several European Countries through the Tarakan Seaport in 2004 was 9,926.50 ton or equivalent to US$ 82,472,658.07. This fisheries industry is supported by 10 Cold Storage Facilities located within the region.
It is also great to understand that a new Province of Kalimantan Utara (North Kalimantan) will be shortly inaugurated. Considering its strategic position and advancement in its infrastructures, it is projected that Tarakan City will become the Capital of the soon newly established Kalimantan Utara Province. As a consequence, it could accelerate the achievement of the Tarakan Vision as the Service, Trade and Industry City which is in line with its long term goal that is Tarakan to be a Little Singapore.

In addition, the City Government of Tarakan has facilitated the development of a modern campus of the University of Borneo in an area of 30 ha. Currently, more than 2,300 students are enrolled with the University of Borneo.

From 2001 to 2004, the Tarakan City had experienced high economic growth (2001: 10.72%, 2002: 8.65%, 2003: 12.71%, 2004: 7.87%). The Major contributor to the economic growth was consistently from the Trade, Hotel and Restaurant Sector which shared consecutively more than 40% to the total GRDP. The second contributor was from the Industrial Manufacture (2001: 13.69%, 2002: 13.79%, 2003: 14.50%, 2004: 15.59%). On the other hand, the Mining sector contribution, including oil and gas, decreased consistently from 2001 to 2004 (6.88%, 5.88%, 5.11%, 4.42%). The total of GRDP in 2004 was 1.7 Trillions Rupiahs and the amount of City Budget (APBD) in 2004 was 488.5 Billions Rupiah. Local Direct Revenues (PAD) significantly increased from 2.8 Billions in 2000 to 22.5 Billions Rupiahs in 2004. Income per capita in 2000 was 8.1 millions and in 2004 was 11.8 millions rupiahs.

Despite its high economic growth, the Tarakan Government has also very committed to environmental protection. The Local Government Regulation (Perda) on the City Spatial Plan designates more than 30% of the total area as protected areas i.e. forest protection, mangrove conservation, and public open spaces allocation. Several innovative policies invented by the Tarakan Government include: safeguarding protected forest by put a fence around and patrolling forest, adopting a modern solid waste management through reduce, reuse and recycle principles, saving for Development Reserve Fund (CAP) through more effective and efficient use of APBD (25 Billion Rupiahs per year), capital sharing in Kaltim Bank (BPD), allocating more than 17% of APBD for education, speeding up infrastructure development such as international harbor and airport, electricity power plant, fresh water supply through fund sharing with State Budget (APBN) and Provincial Budget.

The City Government of Tarakan has been rewarded several awards by international and national NGOs and the Central Government such as Habitat Award from the UN Habitat, Autonomy Award from the Autonomy Media Magazine, Kalpataru and Adipura awards from the Ministry for Environment, Outstanding Public and Education Services from the “Jawa Pos Media Network”, Youth and Sport Builder from the Ministry of Youth and Sport Affairs.

In short, it can be concluded that the City Government of Tarakan has been so far able to optimally utilized fiscal and authority decentralization given by Act 22 and 25 of 1999. Nevertheless, in order to continuously maintain its high economic growth and strong environmental commitment, the Tarakan Government has set up three development agendas namely: (1) Economic Development based on Trade and Services, (2) Law Enforcement for Combating Corruption, and (3) Human Resources Development.


B. Opportunities for Investment

New Town Development

Brief Description
Urban development in Tarakan is currently centralized only on the existing Old Town. In order to spread development, a New Town is planned to be constructed in the Northern Part of Tarakan which is so far relatively undeveloped. A total area of 600 ha in the Northern of Tarakan is designated to be a New Town Zone. New Town development is based on a Garden City Concept in which “green” areas will occupy significant part of the New Town.
The New Town consists of:
- Urban Infrastructures
- Housing Estates
- Commercial Area
- Government Offices Centre

Prospect
It is expected that a new Province of Kalimantan Utara (North Kalimantan) will be set up. Considering its strategic position and advancement in its infrastructures, it is projected that Tarakan City will become the Capital of the soon newly established Kalimantan Utara Province. The City Government of Tarakan has prepared the New Town Area as a Centre for Provincial Government. Currently, a concept of land management which is called as land consolidation (LC) has been implemented to regulate land use in the New Town Zone. It is expected that an area of approximately 80 ha will soon be ready to be developed by investors for commercial area, housing complex and government office buildings.


Urban Satellites

1 Pamusian Water Park Town

Brief Description
Pamusian Water Park Town is designed as Ecologically Sound and Modern Urban Facilities which consists of a High Income Housing Estate, a Sport Centre, an International School, and a Commercial Area. It is located within 10 minutes driving from the Central Business District of Tarakan.

Prospect
An area of 37 ha has been released by the City Government to be developed as a Pamusian Water Park Town. Land preparation through soil piling also has been done by the City Government. The first project within the Pamusian Town has been constructed since 2005 that is an Islamic Centre. Parallel with high growth of GRDP (in average of 8.7% per year for the last 5 year) and relatively high income per capita of US$ 1,182 in 2004, population growth has also significantly increased at the rate of 6% per year for the last 5 years. Therefore, it is expected that demand for modern urban facilities will also exist in the near future.


2 Housing Estate Development

Brief Description
A total of 112 ha land has been purchased by the City Government and it is intended for a Civil Servant Housing Zone, a Commercial Area and a Recreation Centre. Land Clearing, Water Drainage and Roads are built by the City Government through multi years funding commencing in 2006.

Prospect
In line with spreading development to the Northern Part of Tarakan, a Housing Estate Development is intended to accelerate distribution of development from the West and Central Tarakan to the North Tarakan. Partners are needed to build a Business Centre and Recreation Area through a Build, Operate and Transfer (BOT) scheme.


3 International Village

Brief Description
In the context of the Second World War History and Japan Colonization in Indonesia, Tarakan played a significant role. The Japan invaded Indonesia for the first time via Tarakan. In the early morning of January 11, 1942 around 15,000 Japanese Troops for the first time landed in Indonesia and using Tarakan as an Entry Point to take over Indonesia from the Dutch Colonialism Government. Three years later, on May 1, 1945, 20,000 aligned troops took over the control of the island from the Japanese troops. A series of war of Japanese troops against Aligned soldiers from 1942 to 1945 was so terrifying, therefore, Tarakan then has been called as a Pearl Harbor of Indonesia. Statistic records of the war indicated that around 250 Australian soldiers and 1,700 Japanese troops were killed during the War.

Prospect
The City Government has relinquished 135 ha of land in North Tarakan to be developed as a Village for Senior Japanese Citizens who have historical ties with Tarakan and are willing to live in Tarakan. An initial contact was made with an organization in Japan and it was positively responded.


Tourism Area of Amal Beach

Brief Description
An Amal Beach is a coast line of 1.7 km length and 200 m width. It is topographically flat and densely vegetated. A Beautiful view of Makasar Strait can be clearly seen from the Amal Beach. It has a great potential to be developed as a Little Ancol.

Prospect
Currently, the existing tourism infrastructures and facilities, such as traditional shops, are still very poor. Nevertheless, the Amal Beach has attracted more than 46,000 visitors per year including foreign tourists from Tawau and Kota Kinabalu, Malaysia. Therefore, it is believed that if tourism infrastructures are developed, the Amal Beach will become one of the biggest tourism destinations in the East Kalimantan.


Borneo University

Brief Description
The Borneo University has been fully built by the City Government of Tarakan since 2001. It presently has 5 Faculties: Law, Economy, Teaching, Engineering and Fisheries. In 2005 it was enhanced by the Nursing Academy which then formally joined the University of Borneo. It is developed on the total of 30 ha land which is released by the City Government.

Prospect
In the Academic Year of 2005-2006, the total students enrolled are 2,263 persons. Until now, Graduation Ceremonies have been conducted twice. The potential market of the University is reasonably high. Apart from domestic students from Tarakan and its surrounding Regencies, other potential students could also come from Sabah, Malaysia who their parents (Indonesian Citizens) work in Sabah. Investors are needed to further develop infrastructures of the Borneo University and to strengthen the capacity of the teaching staff. A seven-storey Library Building is also being finalized. International Universities are welcomed to manage Joint Degree Programs with the University of Borneo.


Fisheries Marketing Centre and Processing Industries

Brief Description
Supported by better infrastructures, Tarakan has grown as a marketing and processing centre for fishery products harvested from its surrounding regencies. It can be seen from the continuously growing number of Cold Storage Industries in Tarakan. Therefore, Tarakan has been well known in international market as exporting point for Black Tiger Shrimps which are famous as “Udang Tarakan”. The quality of shrimps is very good as they are cultivated in the traditional fishponds. Fishery products from Tarakan have been exported to Japan, Hongkong, China, Korea and Several European Countries. The total volume of fisheries export has significantly increased from 5,100 ton (US$ 45.4 millions) in 2001 to 10,600 ton (US$ 87.2 millions) in 2005.
Apart from frozen shrimps, Tarakan has also had significant potential of other fisheries product such as: fresh fishes, crabs, lobsters, nursery of shrimps and fishes. Fresh fishes are exported to Tawau. In 2005, the total of 373.65 ton fishes or equivalent to 9 Billions rupiah, 629 ton per year crabs, 52.3 ton per year lobsters are exported.

Prospect
Investment to optimize fish production and to modernize processing industries is still needed. Investment in strengthening fisheries port and export handling is also required.


Coal Electric Power Plant

Brief Description
It is discovered that the Tarakan City has significant coal reserves of approximately 125 million tons with the quality of 4,100-5,200 calorie/kg ADB. However, coal exploitation is so far prohibited by the City Government. The use of the coal reserve may be permitted only for an Electric Power Plant for supplying the Tarakan City.

Prospect
It is expected that demand for electricity will increase in line with further development of new industries, trade and services. The gas which is used for the current Electric Power Plant will only last for the next 20 years (with the assumption that no new gas reserve is found). Currently, demand during peak hours is 26.3 MW and the capacity for supply is 30.5 MW. To anticipate the increase of demand and the decrease of gas supply, investors are needed to develop a Coal Electric Power Plant.


Juwata International Airport Facilities

Brief Description
The Juwata International Airport has been continuously improved since 2000 and it will soon be able to be landed by Airplane of MD 82 and its similar class. The runway has been extended from 1,850 m to 2,250 m. There are now 5 flights of Boeing 737-200 per day departing from Jakarta (3 Airlines) and Surabaya to Tarakan (2 Airlines). In line with this improvement, Airport facilities consisting of a waiting room, shops and food court will also need to be upgraded.

Prospect
Number of passengers and air cargo has significantly increased from 2000 to 2005. In 2000, total of passengers was 36,688 and cargo was 406,355 kg whereas in 2005 number of passengers was 98,373 and air cargo was 805,120 kg. In line with the trend on the increase of passengers and cargo, airport facilities need to be significantly improved.


Tengkayu Port

Brief Description
The Tengkayu Port has so far served the need of regional transportation for passengers and goods using speed boats or small ships. The number of passengers increases dramatically. The amount of passengers departing from Tarakan to three destinations (Bulungan, Nunukan, Malinau) is more than 12,000 passengers per month and similarly arrived passengers are around 16,000 passengers. It is also recorded that 666 speed boats, 562 small speed boats and 469 small ships are operating in the Tengkayu Port.

Prospect
To further extend the jetty of additional 50 m and to improve the quay to tie the ships up, investment is needed.
